В соответствии со ст.ст.1, 37 "Основами законодательстав РФ о нотариате" в случае, если в поселении или расположенном на межселенной территории населенном пункте нет нотариуса, соответственно глава местной администрации поселения и специально уполномоченное должностное лицо местного самоуправления поселения или глава местной администрации муниципального района и специально уполномоченное должностное лицо местного самоуправления муниципального района имеют право совершать следующие нотариальные действия:
1) удостоверять завещания;
2) удостоверять доверенности;
3) принимать меры по охране наследственного имущества и в случае необходимости управлению им;
4) свидетельствовать верность копий документов и выписок из них;
5) свидетельствовать подлинность подписи на документах.
Законодательными актами Российской Федерации главам местных администраций поселений и специально уполномоченным должностным лицам местного самоуправления поселений, главам местных администраций муниципальных районов и специально уполномоченным должностным лицам местного самоуправления муниципальных районов может быть предоставлено право на совершение иных нотариальных действий.
К сожалению круг таких действий этих должностных лиц ограничен и ряд перечисленных вами обращений граждан выходит за рамки их полномочий.
