I think, that not necessarily a good specialist should know a foreign language, because his main task is to cope well with his duties.

Yes,I agree,because if this specialist will go to the other country, he can't speak foreign language, because he didn't learn it.But It depends of a job ,that he works.If he is the janitor, he hardly needs it.Now children in many schools, how does not want to be a janitor ( they want to be a teacher, a doctor) learn foreign languages.
