Тут вообще странные предложения без артиклей( a, the), поэтому я их добавил там, где требует грамматика.
В восьмом рекомендую написать два варианта. Второй вариант вроде-как тоже правильный, но первому отдаю 100 процентную уверенность.
1. The chart was taken by him.
2. The work has been finished by us.
3. The letter will be written by her tomorrow.
4. The papers were returned by him last night.
5. The bill of lading has been left for you to sign by him.
6. The master and Chief officer were driven to the office by the agent.
7. The deck is being sweeping by cadets now.
8. This order was given by him yesterday.
9. The cargo plan has been prepared by him.
Можно убрать дополнение by him, us, her, cadets, agents и т.д. Они не обязательны. Хотя лучше с ними чтобы придирок не было.
