Various reasons lead to the loss of a significant part of human health and disability that severely impact on their financial situation and outlook, raises mood deprivation, inferiority and pessimism not only among themselves but also to others. If we really want to realize the potential of humanity, which is in our nation, and to change this situation of alienation pressing issues fully capable citizens, we should immediately pay attention to the problem of comprehensive assistance to those who now extremely need.
It is in the capital Kiev, which has set an example throughout the country, to be launched pilot project "Socialization of persons with disabilities", before the implementation of which is necessary to analyze in detail and examine how it is possible to improve the quality of life for persons with limited functionality, and - specifically should make for a more complete and comfortable for their participation in public life.
In parallel, it is necessary to adopt and implement "The concept of equal civil rights for people with disabilities", which will enable officially regarded them not as people with "residual capacity for work" and as worthy citizens of Ukraine and users of specific goods and services, and real productive force of society.
Різні причини ведуть до втрати значною частиною людства здоров'я і працездатності, що жорстко відбивається на їхньому матеріальному становищі і світовідчутті, породжує настрої знедоленості, ущербності і песимізму не тільки у них самих, а і в оточуючих. Якщо ми дійсно хочемо реалізувати потенціал людяності, який є в нашої нації, і змінити цим ситуацію відстороненості від нагальних проблем неповністю дієздатних співгромадян, то маємо негайно звернути увагу на проблему всебічної до тим, хто сьогодні вкрай цього потребує.
Саме у столичному Києві, який має показувати приклад усій країні, мусить бути запущений пілотний проект «Соціалізація осіб з інвалідністю», перед реалізацією якого необхідно детально проаналізувати та вивчити, яким чином можливо поліпшити якість життя осіб із обмеженими функціональними можливостями, а також – що конкретно необхідно зробити для більш повної і комфортної їх участі в суспільному житті.
Паралельно з цим необхідно затвердити і реалізувати «Концепцію рівних громадянських прав для людей з обмеженими можливостями», що надасть змогу офіційно розцінювати їх не як осіб із «залишковою працездатністю», а як гідних громадян України та споживачів специфічних послуг і товарів, а також реальну продуктивну силу суспільства.
