1) I was lighting a candle when Jim came in.

2) Jack was swimming from 5 to 6 pm yesterday.

3) Sally was drinking tea at 8 am yesterday.

Объяснение по каждому пункту:

1) В данном предложении оба времени, поскольку это предложение по конструкции с when—Past Continuous и Past Simple.
Past Continuous—процесс, а Past Simple—одноразовое действие. Процесс у нас уже есть(was lighting), соответственно вставляем глагол в Past Simple.

2) В этом предложении вставляемся Past Continuous, потому что указан процесс и также тут два указателя времени(с 5 до 6 вечера вчера). Джек плавал с 5 до 6 вечера вчера. С 5 до 6–явно процесс.

3) В этом предложении два указателя времени—at 8 am, yesterday(в 8 часов утра, вчера). А когда два указателя времени—ставим глагол в форме Past Continuous.
