The snowstorm in our city last week (1) (was) not a large one, but it (2) (caused) many accidents. The snow (3) (started) to come down in the late afternoon. I (4)  (saw) it through the window of the office where I (5) (work) as a secretary. It (6) (had been snowing) for an hour when I (7) (started) to drive home.
The cars (8) (were driving) slowly because the road was dangerous. It was slippery snow that (9) (was freezing) when it (10) (hit) the roads. Police cars (11) (checked/were checking) the traffic regularly.

Думаю это Present Perfect (есть ещё Past Perfect)
Там такая постройка предложения. 
Существительное+hase/have/had(это когда действие совершилось в если есть)+глагол в третьей форме( правильный окончание -ed, не правильный трития колонка глаголов), а там уже всё остальное. И в английском не говорят "...как он говорит..." там "...его разговор..." Ну это лично моё мнение, мой английский среднего уровня. поэтому доверяй. но проверяй.
