The best way to do this is to advertise all the attractions and historical places through popular newspapers, the Internet and television. It is the cheapest but at the same time the most efficient way to attract tourists' attention.
Secondly, I would strongly recommend that all local hotels of an area cut down their prices. This step will definitely be noticed by potential tourists and they will start recommending the hotels their friends and relatives. Not only the hotels should reduce their prices but all local restaurants, cafes, bars and night clubs should join the action.
Thirdly, it would be reasonable to organise open-air events such as fairs and markets for tourists where they could but souvenirs and other stuff at reduced prices.
All in all, I believe that if these actions would be taken, any region could attract huge amounts of tourists in a short period of time.
