Смысл в том, что утвердетельные предложения строятся по схеме: подлежащие затем сказуемое и всё остальное. В вопросительных предложениях(те что в задании) глагол To be ставится на первое  место, а затем подлежащие. А в отрицательных предложениях аналогично, как в утвердительных только с отрицанием.
