Firstly, it provides the necessary mobility in the market conditions, creates a deep specialization and cooperation, without which its high efficiency. Secondly, it can not only quickly fill niches formed in the consumer sector, but also to pay off relatively quickly. The third - to create an atmosphere of competition. Fourth (and this is perhaps the most important), it creates the environment and spirit of enterprise, without which the market economy is not possible. The importance of small enterprises in the fact that driving a fierce competition for survival, they are forced to constantly evolve and adapt to the current market conditions, because to exist it is necessary to obtain a livelihood, and thus be better than others, so getting any profit to them. It is necessary to give freedom for the development of small businesses. They can provide the necessary Russian market saturation, a tendency to stability of prices, competition environment, which lacked a large monopolist giants, because of which the quality suffers and the process of introduction of new technologies has always been inhibited. Finally, the development of small business is necessary only because they give life to old large-scale enterprises and in union with them derive significant benefits both for themselves and for the market economy as a whole. This is indicated by the following figures: in the United States on small businesses account for 34.9% of net income, and in Japan 56.6% of total production in the manufacturing industry produce small businesses. The current structure of the market economy on the scale of Russia requires 10-12 million small businesses, working on a business basis, at the time, as they are in fact, there are 300-400 thousand. This means that a small business as a particular sector of the market economy has not yet formed, and therefore, does not actually use its potential
