Основная цель обязательное образование для всех детей в школах, но это не единственная задача реформы образования. Изменения содержания учебных программ и методов преподавания и обучения планируются. Реформа предполагает компьютеризацию процесса преподавания и обучения. Некоторые шаги уже предприняты в этом направлении: около 3000 классов в стране уже были компьютеризированы.
